Well, one of the closest we have happens to be Tyrant, the leader of Rebellion who has yet to make an actual appearance.

This show needs a villain. And when I mean a villain I mean a ruthless unfettered anything goes driven by hate villain whose sole purpose is to destroy the status quo and as many people who support it along the way.
IE-how about a character who is similar to Ikki, little magical power, a pariah abused by his own family, but never had someone like Ikki's great grandfather so all he had was his rage and hatred of the world. That rage and hatred led him to develop a technique that allows him to destroy the magical abilities of his opponents, leaving them powerless.
