there is some heavy redundancy going on the Judges section. Exactly how many times does it need to remind us he is a serial killer?

That depends on whether or not it's relevant to the trope being explained. If 30 different tropes are relevant to him being a serial killer, then we mention it 30 times.

Each trope description has to be written as if the others didn't exist.
