Someone is recklessly violent, someone else visits reckless violence upon them because of it. Or because they're getting paid. Or because they're in the way.
For God's sake, one of the very earliest objectives is "kill this asshole", verbatim, given by Jack and directed toward the Lost Legionnaire firing on him. Janey's quest is not as immediate, but it's similar. There is no message to be found in either one.
