As I pointed out earlier, one of the main qualifiers for being a BigBad is either a controlling interest in \'\'the plot itself\'\' (not just part of it), or to have a role as a symbol of evil in-universe. Not causing \'\'one\'\' of the conflicts in the plot isn\'t the problem - not having a degree of control over the plot as a whole \'\'is.\'\'
