I really don\\\'t see how \\\'\\\'any\\\'\\\' of that translates to him being a bigger threat, only more decisive. \\\"Bigger\\\" in BiggerBad refers to either more power or greater influence or scale of affect, and Elsa has both, as her actions affect the \\\'\\\'entire kingdom\\\'\\\' in actuality. Sure, Hans actions could have \\\'\\\'potentially\\\'\\\' affected the kingdom had he won, but \\\'\\\'during the story\\\'\\\' at the most his actions only affect the heroes.
