This is somewhat of an overhostile description. It is true that the relationship got discredited because it was used by ThoseWackyNazis. However through most of history most of government was a Russian-doll like structure from the king or the emperor down to small clans, feudal overlords, or merchant cities in most parts of the world and whether it was a benevolent, sinister, or just neutral arrangement would vary.
