Does a villain have to explicitly do things himself on screen to qualify? You see the people he enslaved. You see his soldiers causing all sorts of suffering, and you see hints that indicate that they take orders directly from him. You see the effects of his soldiers acts (i.e a lot of corpses) and you see how damaged his former friend and partner became when he shot him in the face purely because Vido wanted to make a little more money. He\'s definitely responsible for more killing and suffering than Nassana, the Teltin Scientists, and Saleon combined. We didn\'t see their vile acts explicitly either, just their after effects and their orders. If they qualify, he definitely does.
