1) The King of Fighters doesn\'t use PowerLevels as far as I know, so sorting the fighters that way seems to be a very subjective excercise, unless some evidence could be pointed out for each case (or at least most of them). It sould be noted that due to GameplayAndStorySegregation, tier charts and boss staus should have little, if any relevance to this sort of ranking.
