In the case of Homura... I would see her rather unfitting for a godhood of the pantheon. I see a similar dynamic with Madoka and Homura.

Given that Madoka is never seen in her new world, should she need to act on something Homura is her response. Madoka is something that is on par with Haruhi and, unless pressing, she should be used as such... and anyways, it a job that Homura is happy to fill.
