The Shadow Broker is different from Admiral Hackett because, even though Hackett is never on screen, he plays an active and vital role during the first game. He\'s mentioned in the second game, sends you a quest, and Lair of The Shadow Broker reveals that the only reason Shepard isn\'t in an Alliance prison for associating with a known terrorist group is because he ordered the Alliance to back off. Yet he\'s still listed as an ME1 character because his role is greatly diminished from the first game even though he\'s technically a recurring character. In other words, Admiral Hackett has a background role in the second game.

The Shadow Broker is the opposite. He never directly involves himself during the events of the first game, only through other characters. The Shadow Broker only becomes a significant character during the second game, when we find out everything there is to know about him. Most of the tropes that are listed under his entry reflect this.
