The threat posed to armored individuals by knives is due to the portions the armor doesnt cover. Even in a full Level 4 ballistic covering, the plates are not a solid piece and have gaps in them, or outright do not cover the forearms, inner things, face, and shins. Lots of places to stab that aren\'t armor.
