He has the makings of it, but is young and cocky and that holds him back. He\'s got the ImprobableAimingSkills (but as Snake points out, he doesn\'t know how to handle the recoil on a semi-auto pistol) but had trouble initially transitioning to a revolver (make sure you count your shots). And he couldn\'t fight Snake hand to hand initially, but with only a week\'s training with The Boss, he was then able to fight him to a stalemate in CQC (most martial artists take years to master their craft, and it\'s befitting as his instructor was both his mother and also one of the most skilled practitioners of CQC). Finally, being able to a) somehow use electromagnetic deflection to \'\'defeat\'\' Volgin\'s electro attack mid-way though his brawl with Snake (seriously, I don\'t think the physics there are possible, realistically he should have been on the losing end of that exchange) and b) leap off the flying platform onto the WIG (which was rapidly moving forward) indicates some serious skill. There\'s also his scheming to consider as he\'s basically three steps ahead of everyone else in the game when his final phone calls are taken into account. Taken altogether, I\'d say he qualifies towards the end of the game, but not before.
