\\\"no effect on units whose Specials are already charged\\\" I don\\\'t think that\\\'s right, after all that\\\'s kind of the point of the skill. I think the wording just suggests that it won\\\'t have any affect on any Specials that actually \\\'\\\'aren\\\'t\\\'\\\' charged, ie you can\\\'t use Pulse Smoke to send an enemy unit\\\'s Bonfire from 3 to 4 or something. But if that Bonfire is precharged to max, then it\\\'ll go from charged to 1, giving you a fair shot.
However yeah, the fact that it\\\'s an after combat thing is what has me on the fence about it. It\\\'s a worse Witchy Wand+ in a sense, since that resets Specials and then deters them afterwards, although Pulse Smoke being a C skill means you can have a weaker version of that effect and then a different weapon.

As for Fjorm, H Mia is considered a Game Breaker with her flying healer utility and Witchy Wand+, so if Fjorm\\\'s stats are good and if she can inherit Pulse Smoke, then she\\\'ll basically be H Mia and then some, sort of. And if she can\\\'t, we\\\'d probably just have to judge her based on her stats and her AR value alone, at least for now.

I\\\'d probably want to give Fjorm a bit of time to see how she settles into the meta, like if I see her in my rounds in the first few days then I know that she\\\'s gonna be a \\\"hi I\\\'m here to ruin your day\\\" kind of unit.
