Phi came from a timeline where she was already told a lot of this info by Future!Sigma, so she has a bit more detail.
K did help make the facility, but due to his amnesia, he\\\'s in the dark.
Current!Sigma also fits the same bill as K.
Tenmyoji likely knew who Sigma was because Future!Sigma invited his participation, and due to his other knowledge of goings-on, is definitely one of the wolves.
Quark, Alice, and Clover knew nothing (at least until very far in in very few of the timelines)
And Dio is unlikely to know a lot of the details either (he obviously didn\\\'t know who Quark was, or it would completely buck some of his actions in a few of the timelines).]]
