I definitely don't think it has anything to do with TheHeavy. I'm pretty sure that trope requires a villainous character to have an active foreground role for most of the story, so someone who isn't visible until the third act isn't an example of that, subverted or otherwise.

I think it's probably best listed as a subversion of TheDreaded, but I'm too tired right now to come up with a good writeup for it. I've also got a nagging feeling that there might be a trope that fits even better than TheDreaded, but I can't think of it offhand.
