Sure, but she's totally helpless in the main game. She doesn't even try to escape when Bowser is busy dealing with Mario. I strongly suspect that Nintendo had her [[spoiler:reject Mario's proposal]] to preserve the status quo -- not to make Peach a stronger character. As for her [[spoiler:exploring the different kingdoms with Tiara on her own terms]], that's easily explained: Nintendo wanted more Power Moons in the game.
