Isn't the

Isn\'t the \"Captain\" in the Imperial section actually Legate Rikke? They have the same voice actress. Granted, Claudia Christian voices many characters in the game, but if compared side by side, they look identical. The \"Captain\" section says, \"If you follow Hadvar, then she isn\'t seen again for the rest of the game.\" But, if she\'s Rikke, then she is definitely seen again, and doesn\'t need a separate section. I don\'t have access to the game code. Someone on PC should be able to target her and see if it is actually Rikke, not a separate character.
