Actually the date does matter. If your parents watched it on a certain date, that means it can’t have been made after that date. Don’t you have a rough guess what year it might have been?

Sounds like maybe an X-Files or Outer Limits (90s version), or possibly "Fringe" if in the late 2000s/early 2010s? Typical teaser scene for a genre procedural or sf/horror anthology series.
This is live-action and in colour. My parents were watching it on DVD so the date doesn't matter and I don't know anyway. It was a woman who looked like a proper human but because she was acting weird, my parents thought she might be from outer-space.She was standing at a desk, taking ink from an ink blot and using it to draw a weird abstract drawing.
