Nah, it was 3D CGI. I remember there was one episode that's set under water and the main robot can't use his laser sword and the robot Big Bad taunts him for it.

I found it. It was Superior Defender Gundam Force.
The main characters were a kid and a police robot about the same size as the kid. The robot was under the command of a guy whose head was a literal smiley emoji.
