The costume colours are different to what you mentioned but the villain and format sounds a lot like Captain Mack.
I remember seeing a kids show with a male main charactor who wore a blue superhero suit. One of the villains wore a red suit and had a lobster claw for his hand. The hero would often stop the claw from doing bad things. This show has been bugging me for about 5 years now and i just cant remember its name.
