I will start by saying that I will be very surprised if any American users will remember, as from what I recall this show was quintessentially British and I can't imagine it being shown overseas.
The TV show is one I have been trying to find for years - it was a different story every time but featuring the same types of characters. It was very Scottish - all set in the countryside highlands and featuring these funny little characters that were short and squat, with big beards and round black eyes.
It wasn't animated as such, it was still frame pictures that illustrated the narration, and from what I remember it was drawn lovingly in a very pastel or watercolour style. The narrator was female and had - and I remember this clear as day - a very gentle, Scottish accent.
Some quick points:
I remember watching this in school during "TV time," when we kids would all gather around to watch it on VHS. Even as a child I never saw it at home. I don't know if it was ever shown amongst the BBC learning shows that played in the 90's during school hours.
I am a 90's child born in 1990, so it would of been around 1994-1996 that I was watching and it did seem of its time, though I would say early 90's generally.
I imagine it was intended for younger children of say, 4-6 years.
