I don't think that's it, I think it had more of a psychedelic animation style.

So this has been driving me crazy, I remember watching this on a VHS tape as a kid. It was some kind of animated musical, done in an animation style like the 1960s or 1970s. The main character was a kid of some sort, and was on an adventure or quest or something? There may have been a dog or dog-like companion. I remember one sung line that went "That's the way it's always been, that's the way it's gonna stay." "Stay" here is stretched out too.
