If we had an individual page for a game, then yes I'd say use the full title...and given that we want English whenever possible it'd probably be Eastern Mausoleum Of Divine Spirits Ten Desires. Plus or minus the "Touhou" part, I recall that means "east", but it's also the franchise name, whatever.
For a character page, it's probably less important. Most times people don't wick directly to the character page. So I'd just say keep it simple to what's known and used within the fanbase. So "Ten Desires Characters", etc.

Also, keep in mind that the site overhaul is Coming Soon(TM). So maybe it's best to wait. Policies shouldn't be changing but the database is supposed to.

I was giving Ore no Imōto ga Konna ni Kawaii Wake ga Nai as an example of a work page using a long, foreign name, despite "Oreimo" being the official English title and used in Japanese merchandise as well. Touhou games do not have translated titles, and the Japanese titles are nowhere near as complex as LN-style ones like that, which would mean that shortening them has less justification than shortening Oreimo.
The policy I was talking about was listed at the bottom of How to Create a Work's Page
TV Tropes is an English-language wiki, so we prefer to use the English titles where applicable. So if the work has an official localized title, use the English title for the page and add the non-English title as a redirect. However, if the work doesn't have an officially-translated English title, you can use the non-English title for the main page and make the English translation into a redirect instead.

Are they really subpages at this point, if each of them corresponds to a specific work? If in the future someone created a work page for EoSD, you'd expect Characters/EoSD to follow the same naming pattern.
A) No one is going to create a page for EoSD B) The official policy is stupid and regularly ignored
