Akyuu was pretty awesome in the Tag Battle series or whatever it's called. The other one, not the wrestling one. But her ability as seen there isn't useful for a fighting game. The best she could do is slashes and bullets and various things using ink and scrolls or something.
This is a silly myth. As already said, if it isn't happening at this point it's because ZUN doesn't want it to, not because of other external factors.

She was able to backflip off of a wall in that doujin. I think its possibly not entirely representative.
Her primary skill is knowing the weaknesses of youkai but some of the countermeasures she talks about say to just run or to not try to fight or to set up a trap ahead of time. All things that aren't really that useful for actual face to face combat. Especially since the real weakness of youkai is to shoot them in the face a lot.

If the game is what it looks like, yes Akyuu would be OP. This seems to be a game of getting support from the human villagers, which Akyuu would probably be final boss status compared to someone like Reimu.
She'll have moves that will drain your like bar so fast, you wouldn't know what hit you. It'll be like Gensokyo Chronicle Hell ~ you are already unliked.
