A master-class Lookamancer scanned her, with another caster standing nearby to presumably make sure she didn't try to cast on the guy scanning her. There are guards all over the place. The only problem is that they couldn't anticipate a secret epic-level trick, and they didn't have any guards in the room. The first is inevitable, and the second probably a question of prisoner rights.
Anyway, I'm guessing that Wanda will decrypt Janis, hand her the 'pliers for a second, and then mass-decrypt everyone in the hex. That will definitely get Marie, but it might get some others too. Even if she can't or won't do that for some reason (like maybe she's worried about her decrypted getting dusted before they can stack up for safety), she still has the basic move of sending decrypted Janis out, croaking the guards while they're distracted, and decrypting them. Then repeat as necessary.
Oh, and let's not forget that Wanda is Janis' prisoner. Parson mentioned earlier that croaking the Ruler of the Side that holds you frees you, but it's very rare. As Janis is a barbarian, she's a Side of one, and now Wanda is free to cast and everything normally.
I agree with Michael's interpretation that Wanda has already fulfilled her promise to return the pliers to Janis. Admittedly, not before attempting to decrypt Marie (unless she could do that in a split second), but then her phrasing wasn't all that binding regarding the order of events, either.

Don't get excited for Claud and Ivan. They still have to fight Charlie's ACTION FIGURE GOLEM before they can do anything! Their chances of escaping the bunker look pretty grim to me.
The one that killed them the first time? I don't think that's Charlie's.
Kind of funny that they resist Ace's offer and then simply get assassinated and decrypted anyway for their trouble. I guess that's Fate for you.

I suspect GK becomes Faq's new capital site. The treasury may take a hit when that happens, which would be bad given that she's about to lose it.
Edit: Wait, no, Faq has lost its capital before without much issue. They probably took their treasury with them that time though.

In the early comics Stanley mentioned he wouldn't be able to escape with the treasury if Ansom took Gobwin Knob. Maybe it takes a turn to loot a city, and that's a turn you can't waste if you're fleeing for your life.
As for Prince versus Vinnie, I think it was an attempt at a distraction. Vinnie is by far the strongest TV unit in the airspace, and his mere presence boosts the bats by a fair bit. If the Prince can get him to leave the hex, then the city's chances are improved. Plus, Vinnie is pretty heavily injured and has a soft spot for Albert. Albert was far from a guaranteed win, but it wasn't a guaranteed loss, either.
Vinnie made it moot by deciding to take the city first instead.
When Faq lost its capital, it was defeated as a side, and Jillian became a Barbarian. When she reclaimed Faq, she reconstituted her side with it as the capital. But that's different from a side losing its capital while it still holds other cities. My guess is that it can't perform any of the functions that require a capital until it gets the funds to designate a new one.

I'm wondering how Jill will survive her treasury being taken at the very least if something doesn't go wrong here very quickly. GK will presumably become her new capital, but will she have to torch the other cities she's taken to raise the Schmuckers to pay for her troops? Or will Charlie bail her out? He's kind of in panic mode at the moment.
^ That's not what I meant. Faq was taken over by Olive Branch with King Banhammer outside the city since he knew the attack was coming. It's difficult to use that as precedent though given the circumstances.
