Honestly, I see Earths population of Mages doing something stupid and prompting a conflict from within before MM ever even thinks about jumping in. Finding out that Bob next door can mind woogie people and your kids school teacher can sling fireballs (not that most mages in this instance could) would probably not go down well. Give a third world country a magical disaster, and everyone else would probably freak out.

The female characters in Naruto aren't weak or irrelevant, though. Look at Ino and Hinata. Saved plenty of lives during the world war. Look at Tsunade. She's Hokage.
The thing is: They'll never get credit for it.
When it comes down to it, for all their awesomeness, Ala Alba never passed their name down to history.

Your contention as I understand it is that 3-A got relegated to ignominy because they had girl-cooties. Eva had as many girl-cooties as any of her classmates but does not share their ignominy, remaining a major character even if she changed her face and name. Thus, I declare your contention false.

Kirie meanwhile has a horrible personality whose only use to the story is literally dying over and over, Hoodie is a mad terrorist who may as well kick puppies for a living, Karin exists as an extension of Not!Eva with little character of her own, and Sayoko was the embodiment of Tumblr wiping out "privileged scum" indiscremintly. Lets not forget Kuro's awkward subtext.
Females can do things in the setting with some impact, but most of them are spastic wrecks. Dana is the only good example this series has as a female character who isnt off her goard. Shinobu doesn't count due to irrelevance.

BTW, on that game system note, currently torn between making the base stats 1-10 or 1-100. It's a question between customization and possibly empty levels for me. The former means that, under the system I'm considering, you have 65% of you maximum potential HP right off the bat. I'm operating under the assumption characters will go through the game as realistically squishy humans (most bladed weapons and guns can kill with a hit), unless you explicitly have powers that make you tougher than that...

Santa is probably the only character handled well in Holder. Wished his arc was handeled half way decently, otherwise I'd give Holder a little slack. Well, until three chapters ago, since I'm in hiatus until the really stupid stuff is over.
I'm still baffled at how you could screw up what is basically a mash up between Metal Gear and Negima. It ain't right I tell ya.
As for the rest, it depends on how you handle it. Are your base stats mostly static, or are you constantly progressing?
