Or perhaps you're simply trying to force a subjective opinion into an objective mold and since my opinion is not the same as yours you feel compelled to discard it with extreme prejudice and condescension.

Outrageous Okana blew, it just did. OO violates the primary rule of story telling. It tells you how outrageous and awesome Okana is while never showing him to be any more than a puffy shirt wearing douchebag. They don't even let you get out of the title before they start to try to hammer you with how awesome this guy is. Who do they use to tell you how awesome and outrageous he is? Why the crew of a law and order first and foremost starship who've NEVER MET THE GUY. Riker explains how awesome and cool Okana is and he has barely met the guy. They use the just awful stock phrase, "Lives by his own rules."
What does the guy actually do that is so amazing... not much really. In fact without Riker and company telling us how cool he is we'd just assume he was some stoner freighter captain with bad fashion sense. That's the primary failing of the episode. At no point are we shown anything. We just listen to characters who do not know this man gush about how Outrageous he is.
It's obvious that they wanted this guy to be Trek's Han Solo so very bad. They were trying to make him cool and funny and a bit wild. The problem with that is that you'd need Trek writers to do comedy, write romance or at least lust, and let the Enterprise crew be wrong or at least outsmarted. What are the three things Trek writers really suck at? Comedy, romance/lust, and letting the main cast not be perfect for a bit. Conceptually I think the idea wasn't horrible. The Federation is a bunch of stuffed shirt, prissy pants, tightwads and having a Han Solo like character running around, occasionally showing up now and again to tweak their noses wouldn't have been a bad thing. It could have been good to play off a more free spirited and mercenary character against their high minded ideals. The problem is that it requires Trek to do the things it is worst at, telling jokes, romantic chemistry, and occasionally letting someone get one over on the main cast.
What's the result? Ocana. An unfunny, unclever, uninteresting dickhead who everyone treats like he's supposed to be Han Solo in his prime when he's actually Jack Sparrow if you remove anything remotely interesting or entertaining AND make him too big a pussy to even be a competant thief.
If you were to list out the five WORST TNG episodes Outrageous Ocana would have a place carved in stone for it on that list.

Now, like I said, it's been a while since I watched The Outrageous Okona, so I don't remember the crew saying he was awesome. What I do remember is this: Dude was funny. He made me laugh - he made Worf laugh! I was entertained. It was entertaining. That's all I remember.
Sometimes, bad storytelling is entertaining too.
So...you basically responded to "YMMV" with..."Yeah, but it sucked." Fair enough. Still...YMMV. I liked The Outrageous Okona, and I'm only a little ashamed to admit it.

Yes, the characters gushed about him. I've seen it recently thanks to the miracle of my DVR not having an "All Episodes but the Shitty Ones" option.
Bad movies can be entertaining in the right context, I even enjoy a few that are objectively horrid. This one is not so bad it's good to me, it's so bad it's unwatchable as they co-opt the entire crew to try and make this douche awesome and fail at it.

Fresh-eyed movie blogIf they didn't try to hype him up and make him a "I say something thereby you fall for me" Casanova Okona might have been a fun Han Solo-type character, and the conflict of the episode was rather interesting, where the final revelation came down to subverting the womanizing nature of Okona. Data's subplot was interesting but poorly handled with what is supposed to be funny.
Okona gets five stars for ensnaring Teri Hatcher in his tractor beam of manliness.
