I mean Okuyasu has cash symbols all over his clothes. You kinda know what you're getting into with him from the outset.

That's why he wears all those symbols, of course, to remind him to be responsible with his money. Josuke does something similar to make sure he's careful with his collection of human hearts.

Several characters in Part 4 have accessories that suggest their Stand or their power. Okuyasu seems like he's actually a subversion to this. While his brother's accessories suggest both his stand power and the brothers' name pun, Okuyasu's use of currency symbols only suggests the brother's name pun.
Matthew Mercer is very good at playing Jotaro. Grant George makes a good Steely Dan, too.
Araki from what I have heard has a general baseline for the story of the specific Part he is writing, but apart from that baseline, he goes by the seat of his pants. So in the case of the possible Josuke getting sent back in time plotpoint, Araki either forgot or changed his mind.
Heck in Part 5, a character named Fugo who left the group was supposed to return as an enemy, but Araki changed his mind due to being depressed over a falling out with a friend, and he felt that idea was too soon and far too dark at that time.
