I doubt they would. They added the sound effects for the season finales, as I recall.
They do add sound effects. They also do something else. (not going to spoil it just in case someone hasn't gotten that far in the anime)
Toonami played the sound effects opening but still left it shortened, so I don't have much hope for Part 3's version.

I just started binge-watching the anime, and even though I'm only on episode 2 of Part 3, I'm already missing Hamon as a power. Like, Stands are great and all, and definitely a creative step up, but I wish Hamon was still used in conjunction with Stands.
From what I've heard, Joseph uses it a tiny bit before it's completely forgotten about, which is a shame. The ability to create bio-electricity and sunlight energy just by breathing well, combined with super-strength and a healing factor, made Hamon a very interesting power, and potentially a massively useful secondary power for anyone to have in addition to their Stand.
The thing about Hamon was that it basically just bullshitting, though. It was just supposed to be sunlight powered martial arts in part 1, but part 2 got so ridiculous with it that I couldn't really miss it when compared to the stands, which were often bullshitty in their own way but tended to have more well-defined limits and powers in comparison.
The only thing that was inconsistent in Part 2 was Joseph being able to retain Hamon in the clackers and crossbow ball, when it was previously established that the Hamon user needed to stay in contact with a solid object in order to keep Hamon flowing through it. Aside from that, Hamon usage in Part 2 seemed fairly consistent with its usage in Part 1, albeit a bit more exaggerated.
Okay, here's my question.
How do you justify Caesar being able to use Hamon to control a woman's body? Or how Joseph stuffs a pigeon into a woman's mouth?

It's not Hamon being inconsistent that was the problem, just that what it was capable of doing just got more and more ridiculous.
The Spin was equally as bullshitty as Hamon was, but it reached a level of absurdity that was honestly hilarious, yes.
Wasn't there already a thing where you could transfer Hamon to another person to make them stronger? I thought the woman fought Joseph by her own free will on behalf of Ceaser, and the dove was just doing what doves do when they're scared.
No, she was specifically under Caesar's control in some way. And two: that still doesn't explain how he shoved the pigeon into her mouth with nobody noticing and it not looking like there was a live bird shoved into her mouth.

That's more Joseph bullshit than Hamon bullshit though. Like you might as well ask how he managed to set up an elaborate net of grenades and then attach it Straight's body in a few seconds without ever getting within a feet of him.

Putting the Hamon thing aside, it's cool that you seem to have enjoyed the series up until now because IMO it only gets better. Part III isn't one of my favorite parts, but Part IV onwards continuously improves in terms of the creativity of the fights and the strength of the characterization. I don't know when part V is getting adapted, but it should be sooner rather than later, and it's going to be great seeing it in motion.

Well, I'm on episode 4 of Part 3 now, and I'm enjoying it so far. What I knew about Jojo before yesterday: most of the memes, the general plot of the first few episode of Part 1, the general plot of Part 3, a lot of big plot twists in Part 4, and absolutely nothing whatsoever about Part 2 because, for some reason, no-one talks about it.
it makes sense that you'd know about Part 3: it's the most widely-known part of Jojo, as well as the one that's been adapted into animation the most times. i hope you enjoy it; Jotaro is still my favorite Jojo.

I think each part adapted to anime so far has been better than the previous, even if I think Part 3 has its own issues. And I much prefer Stands to Hamon. That doesn't make Bulletproof Hair Shield any less funny tho.
Part 2 unfortunately gets middle child syndrome. Like you said, Part 3 is the most well-known and Part 1 is a gateway to the rest of the series. It's a shame because Joseph is my favorite Jojo.

This song needs more love.That hasn't really been my experience. At least as far as the western fandom is concerned, Part 2 is one of the most popular parts and Joseph is one of the most popular Jojos.
It's not one of my favorite parts either personally.
I hope Toonami doesn't skip the special opening
