So you know what they could have done?
Stab Hayato with a Stand Arrow. It wouldn't be able to kill him because of Bite the Dust so he'd get a Stand. Then sick him on Kira, who won't be able to hurt him because of Bite the Dust.
My various fanfics.Did they have the arrow when they found out about Hayato's importance? I mean, I know that Jotaro managed to intercept a Stand Arrow from that guitar guy who had an electric stand and turned it over to the Speedwagon Foundation but how quickly could they have gotten it back over to Jotaro?
And Jotaro didn't know until he beat down Kira into the path of an ambulance.

The arrow had gone back to the Speedwagon Foundation. The only one in Morioh with an arrow at that point was Yoshihiro.
Besides, they had no way of knowing that Hayato was being affected by BTD without triggering BTD.
Even then Killer Queen would have just grabbed the arrow and prevent it from stabbing him
But wouldn't it have just stopped the Arrow from killing him? Since it has a 50/50 shot of killing him or giving him a stand.
Just like how DIO should have stabbed himself a thousand times with an arrow.

Though I have to wonder about stabbing yourself with an arrow multipule times to get more and more powerful. How do we know the arrow doesn't have a set limit for one Stand?

Also, I think Bites the Dust has limits on what it can protect Hayato from. I doubt it could save him from, say, suffocating in a room full of smoke.
DIO didn't discover anything about the secret words or the Green Baby, or going to Heaven. He used his vampire powers to engineer a part of his body into a creature that could alter stands and give them time-related powers, and react to gravity. The secret words were for security, the thirty sinners were for an energy source. DIO didn't discover any of it, he used mad vampire science to design it. The only thing he needed to discover were the extent of his flesh weaving powers and the way his stand powers would interact with those, and he had everything he needed for that on his body.
The logical conclusion of DIO making catbirds and mandogs in his early vampire days.
