Add in his utter anger and out of mind state from Josuke lying about planning everything, he wasn't in the right state of mind.
Also, before it got to crazy levels of do anything, Hamon seemed to work by transferring energy out of the user's body and into something else, kinda like a Newton's Cradle. Since space is essentially a void, there's nothing to transfer that energy into, so logically Hamon shouldn't work.
Though I admit, I'm basing all this off of hazy recollections of dubious translations, so I might be wrong. But it's the best answer I can think of other than Kars being dumb.

David never used any direct Jo Jo reference as an ending theme. And it mostly uses things not very popular nowadays because Araki knows A LOT of music and it's cheaper to get the rights for using them.
So I don't think Jailhouse Rock would be an option. But definitely a prison-related theme or anything that Araki used to hear back then are options.

Something's just occurred to me:
Huh. Come to think of it... moments before, Kars revealed he had the ability to melt a person's leg using Hamon.
But ignoring that, someone explain to me how space-freezing works.
Kars has wrist blades that move fast enough to split bullets from a machine gun. Shouldn't an object moving at this speed create enough energy/heat/friction to prevent freezing?
Even if that's not scientifically accurate, it still seems Kars could have avoided this with Hamon or Esidisi's ability. Not a flaw in the story given that getting launched into outer space would probably be a terrifying experience, but interesting to note.
