I think it's a bit of a nod to how human brains are prone to choosing "round numbers" when they pick one they're comfortable with, but when pushed to pick a random number, they usually go for primes. 37 and 73 are supposedly the most common ones for 1-100 because they're not at the beginning, middle, or end, and both digits are also prime, so it feels more random.

I think the implication is that he tried to negotiate with Sam, and wound up with a worse deal in the end.
I have no idea how he could fall for the same trick but Sam going from seventeen to three times seven is a hilarious idea.
Still not sure where "21" came from.
I'm gonna wager a guess and say that Sam fast talked him while he was signing or rewriting the contract but this time it can hold up since it's in writing
"Sure, seventeen is too little, so we'll make it seven, three times seven..."

Not banking on it, of course, but it would be a nice surprise.
