The cybernetic and biological portions are integrated, not discreet. It's like saying "no one cares what happens to the spinal column after brain death".
In fact, in the only other example I can think of where the cyborg has both an organic and a digital intelligence is (was) DoytHaban.

From context we can conclude that having a robotic brain assisting in driving the cybernetics is standard in this universe. However, Jean's Bowman Robots are really the first time there was a sapient AI, and thus for all other extant cyborgs there really wasn't anybody in those cybernetics to care about.
We don't have people inside boxes now, but there's plenty of serious discussion about potential AI problems.
