Technically no but I think doctoring images is ok if the result doesn't look doctored (thanks Raso), and adding spot color does. Also imo it doesn't look better with the splash of red (and doing a better job of shading/blending wouldn't help), should be full b&w or full color. Does anyone have that episode of the Naruto anime to snatch a screencap of?
Both of these are really excellent representations of the trope without being very gory.

I like the licking the blood off just a touch better. The other just looks Axe-Crazy.

I personally prefer the black and white version; the red blood stands out and looks obviously photoshopped.
But I approve the image as a whole.

There isn't any point to making the blood stand out in color though. Even in B&W, no one was complaining or making any kind of fuss about how they couldn't tell that there was blood in the picture.
The image was fine as it originally was.

IIRC the Anime scene was tamed down via censoring (Even in the japanese version) so I don't think that one will work.
And manga panels are fine for images there are plenty on this site.
