Gremlin provided security forces to protect the separatists, who were holed up in Eastern Europe in a place called Baggage City. Academy City came in and wrecked their shit. Casualties were both very high and very gruesome. Birdway knew her actions would result in the deaths of thousands and did it anyway. I don't even remember why. Weakening Aleister of something?
Anyway, she's basically a villain and more of a dick than either Kakine or Mugino. Maybe Gensei tier?

Secret SignatureNo, she had a reason. I'm pretty sure it was to weaken the Science Side but I really don't remember for sure. I don't think it had anything to do with the current problems, in any case. And in the end it was kind of meaningless because it was a pretty onesided slaughter.

If I remember right Baggage City was a result of Hawaii, which Birdway manipulated to bring Gremlin out of hiding. I don't think she had any intention of weakening the Science Side, she was after Gremlin.
Course the whole thing was pointless since Othinus had already done the coin flip the whole time and won, though it's not exactly fair to expect someone to be able to plan around their enemy being basically omnipotent. Still a dick move though.
Birdway absolutely knew what the result of her actions in Hawaii would be. Starting a little civil war in the Science was the plan all along, specifically in order to draw Gremlin out.

Chapter 18 of Accelerator is up. Battle is over (finally), comedy, and Accelerator is still confused as to Estelle's magic.
You said fighting was over, so I figured why not, I'll take a look again.
But we're right back into more fighting at the end of it. Still not enough to get me terribly interested.
At least the art looks like it's improved from what I remember?
The battle is over. It's just another one is starting. Hopefully it will only take a page or two. A monthly manga is just not a good medium for fight scenes, despite the fact that I think they're actually doing them well.
Since there's really no point in seeing Accelerator stomp another mech, i'm guessing this fight will end with his battery dying. It only lasts 5 minutes at this point I think according to an earlier chapter.
I'm a bit late to the discussion. More than a little late actually, but I wanted to get a word in myself.
One thing that hasn't been brought up concerning the Touma vs. Birdway/Index fight in NT 10 was that what really set them off was Touma namedropping Misaka in their conversation. Until that happened, they seemed to almost be ready to listen to reason, or at the worst could've helped Othinus to the well after dealing with Touma.
But then at the mere mention of Misaka's name, they both lose their shit and pull out a functional copy of a weapon with the proven ability to end all existence... because of a jealous snit.
What's worse? The narrative treats this as comedic.
...I mean, to be fair, it is sort of a dick move for Touma to go "Yeah, I already had this discussion, go talk to Misaka if you want the details."
They overreacted alot, but i'd probably be mad too.

And I don't think New Kakine could use magic, it requires mana which is life energy, and Kakine isn't really alive and doesn't have an organic body, he's just made out of his power.
NT 14 comes out November 10th.
Place bets now on how many dragons will come out when Touma and Kakeru punch each other in the magic fist.

I don't know what this Baggage City is, but from the way you guys brought it up and the brief mentions from characters in a few fanfics, things went to absolute shit there.
Likewise, I don't know much about the elder Birdway sister, but I don't like her.
On an asshole scale from Kakine Original to Kihara, where does Birdway rank?
