Although I assume there's something similar you'd do for, say, "lungs filled with water but hasn't had their heart stop yet" to make sure they can breathe properly.

And... a button? 🖲️A lack of oxygen — as often tends to happen from (near-)drownings — can lead to cardiac arrest, the negative effects of which is part of what CPR tries to mitigate. Cardiac arrest is not a cessation of heart functions, but rather the heart being rendered unable to effectively pump blood as it should, due to its beating rhythm being thrown out of whack. It's this lack of regular rhythm that causes the heart ventricles' contractions to be so inconsistent that a human putting their ear on the afflicted's chest cannot hear a beat, as well as the inability to feel any palpable pulse from accessible veins; the beating and pulse are just too weak to be detected by us, and certainly too weak to maintain proper blood flow.
That being said, while CPR's chances of restoring a regular beat on its own are said to be unlikely, it can and does happen occasionally. I assume that it's because fulfilling CPR's main purpose — to "restore partial flow of oxygenated blood to the brain and heart" — has a chance of triggering an autonomous reflex in either one of those organs that ultimately forces the latter to do a "reboot" of sorts. Presumably, the odds of that happening degrade in proportion to the elapsed time from when the cardiac arrest set in.
