He's not really one for caring unless they do something nice for him, or are right in front of him.
Otherwise, he's pretty unphased by shit.
But that's kinda part of the sadness of it. All these people who could have been his destined allies are just dying like dogs, and he's just like oh well, time to head to the next place.
It's totally in character, but still kinda a gut punch.

Secret SignatureWell, while Luffy might not be an Ideal Hero like Kenshiro or All Might, he doesn't like when someone hurts another without reason or simply For the Evulz, and he can empath with the others, like when he understood Chou Chou's feelings (the Dog in Buggy's arc) or when he understood how Nami suffered working for Arlong only by looking at her room in Arlong Park (dear God, what a great fight it was!)
I think he would've been sad and angry if he met Zoro and then couldn't save him in time, because he knew Zoro was innocent. If he didn't meet Zoro, but knew of why he was tied and executed, he would probably be angry too.

There isn't an impossible dream, there are only people who give upIf Luffy never personally meet Zoro, I doubt he'd care about his story. He'd just chalk it up to bad luck.
And going on about how Luffy understood Nami's feelings doesn't say anything about how he'd react to a stranger; he already considered her part of his crew then.

What I'm trying to say is that, while he doesn't consider himself an hero, Luffy is not even apathetic toward the others

Zoro's been captured because they think he killed Ryuma (since he has his sword) and the others are undercover as merchants. Wano is apparently gorgeous but I hope we're not completely done with Reverie yet.

Secret SignatureSeems we learn Whitebeard's backstory this chapter. His home island failed to pay taxes to the World Nobles and was cut off from all WG aid as a result. This resulted in pirates massacring almost everyone there, including Newgate's parents. He sent a cut of all his pirate loot back home to aid reconstruction, but that's gone now and the place is now dying even faster.
While I do think Luffy can and does show amazing empathy, LBSK is right. Heck, Luffy didnt even care to join Nami or have Nami join until he learned she was a Navigator!

If he doesn't take a liking to you he won't stick his neck out for you - but if he does, well, he can stick it out pretty far (see his entire crew). But he has to have an investment in you emotionally.
I think Coby is a good example - Luffy wasn't willing to go to bat for some snivelling brat but he was for the guy who stood up to Alvida.

Has anyone ever watched Code Provider? He used to review One Piece and Naruto, though the latter mostly earned rants as it ended, and heβs even becoming disillusioned with the former these days. He just made a negative review of Whole Cake Island.

I thought the editor said a few weeks ago that Reverie would go on for about 10 more chapters. It would be a bit frustrating to cut away from the ongoings now, though it wouldn't be a surprise since One Piece does this all the time.
