This was back when there was only supposed to be one season, of course, so when later seasons revealed Toph and Zuko to be doing just fine, it kinda made her look like a drama queen.
Sokka did appear during the flashback to Yakone's trial as one of the councilors responsible for Republic City.

Also, Toph had been living as a hermit in the Misty Swamp for years, so she probably fell under the definition of "gone". For all Katara knew, she was dead.

It could be a bunch of people we never saw but then there wouldn't be a narrative reason to write the line in. The purpose of having Katara say that is to inform the audience that Korra's adventure isn't going to be filled with faces from the past. It explains why Katara is the one and only returning character, discounting things like flashbacks or post-mortem appearances of Obi-Waang. It was passing the torch and saying, "This is the story of Korra now. Not me and Toph and Zuko and everyone. It's Korra's all-new adventure."
Which was subsequently rendered pointless when later seasons brought back the old gang anyway.

My Tumblr. Currently liveblogging Haruhi Suzumiya and revisiting Danganronpa V3.Katara's pretty old. I'm sure she's made a lot of friends that weren't part of the Gaang. Zuko and Toph may be alive but Haru, Tio, the Freedom Fighters, Mai, Suki, etc are probably dead.
It's not like they take over the plot or anything. None of the major climaxes of any season put a returning character in a prominent role.

Well Toph does do her best to steal every scene she's in... but she was doing that in the original anyway.

This feels like a good segue to talk about how much I liked the conscious attempts that they took to differentiate LOK from ATLA in book one and how lame it is how they backed down after it proved divisive.
I think the balance is good, the old characters are in for a nod to the ATLA fans, but they never override the plot. There are enough of them so that we understand the continuity, but not too much so that it becomes weird for some of them to be missing.
As actual, living beings we only see three ATLA characters. Considering the size of the cast in the show, it is a very small number. And since they were both the youngest and the most influential characters in ATLA, it makes sense for them to appear instead of, I don't know, Suki, Ty Lee or Mer - even if they are alive, they might very well have nothing to do with the plot.
