I mean... can Disney Channel randomly call you for the purposes of utilizing your voice in one of their productions without getting your consent first?
Doofensmirtz says the name of the restaurant in the video without getting muted, so they definitely made a deal, but given that it's Disney I would expect that would happen first, not after.

Series co-creator Dan Povenmire said this movie takes place during the original summer, before the events of the series finale The Last Day Of Summer.

Milo’s still canon to P&F as far as the creators are concerned; he had a cameo written for this movie, but it was cut so as to avoid implying Murphy’s Law was a factor in the movie’s plot.
It's after the final episode of Phineas and Ferb, but before MML. Weird Al was supposed to come back as Milo, but they didn't for story reasons.

It’s not after the last episode of Phineas and Ferb. Part of the point of the finale was Candace learning to let go of busting, and the trailers show Candace trying to bust.
According to Dan Povenmire, there was going to be a scene of Stacey acknowledging Perry as a secret agent (since she found out in Happy Birthday Isabella), but it was cut early on to keep the story focused.
