Yes, those are technically just examples.
But, putting an example tree that does X and locking it out still puts a damper on "homebrewing" the tree that does exact same X but without the lockout.
Basically, it's developers' intent: by putting that solar-only lock, they are disapproving of any non-solar from using Volcano Cutter in this manner. With homebrew you can always tell them to shove it, but their intent is still there.

As a practical matter, most of the time whoever picked up Artifact X is going to just so happen to unlock the published Evocations because they're already there and presumably pretested for balance and such.
Do you guys know if there's any fan material released yet, based on the 3e rules? Like character sheets, or maps of the charm trees?

There are charmtree maps and an excel based charsheet already, plus attempts at homebrew firearms weapon tags and I think a whole artefact a couple tg threads back.

Since at least a few people here must be munchkins (I'm an amateur one), I made a little analysis based on the charm trees on http://forums.sufficientvelocity.com/threads/general-exalted-thread.44/page-246#post-2791871
It only shows those charms that have a requisite of Skill 5, Essence 5. Though it must be noted that in many cases they're not very good to take at the beginning, either because they scale with essence, or because they give some nice bonus to the really valuable pre-requisite.
The list shows how many charms you need to take in order to get that one (including the charm itself). Oddly enough, it seems that, if you invest heavily enough, all of them are available at Character Creation: You get 15 charms, plus 3 more with bonus points (you still need at least 2 bonus points to get your skill to 5 though). I hope this is of some use to you, guys.

The combat system is interesting. Very interesting. I'd have to see it in play to even be able to analyze it properly. Hopefully, though, it does its intended job of heightening storytelling and making combat more epic and involved.
Also, thanks, Gamabunta, this is actually quite helpful, as well as the knowledge that you can totally do it with your Supernal Ability at char creation for less than half your total Charms.

Couple of those capstone Craft charms are pretty pointless to get out of chargen, as you need to spend some quality time with the craft system to be able to pay the activation cost.

There was also an interesting tendency noted: the charm trees are very heavily end-loaded in regards to Ability requirements. Some trees don't even have any charms at 1-2 dots.

There seems to be no charm requiring Essence 5. The closest one is the cap charm for Crane Style, which needs essence 4.
I guess we won't be getting sidereal martial arts yet :P
Suffer not the witch to live.Not until the Sidereal book hits, I assume. Also, the current plan for Sidereal Martial Arts last I heard was for them to cap out at Essence 5 so that a PC can actually use them.
Doesn't look like Eclipses learn other Exalts' Charms anymore, actually. The description of the Charmshare anima power doesn't mention Exalts and none of the Exalt Charms in the antagonists section have the Eclipse-useable keyword.

Yes, Eclipses no longer learn other Exalts charms, that was stated out a loong time ago.
Also it's less "poor eclipses in the west" and more "poor everybody else in the west".
Eclipses are most likely to have actual focus in Sail, which means five dots and lotta charms.
What the current status prevents is just dipping into it to grab the basics.

They've basically turned the "Native" keyword inside-out. Now there's a bunch of charms with a note that eclipses can learn them.

If you take it as broadly as the manual implies, the xp sink would quickly become unbearable.

Aren't evocations supposed to be a personal thing? If a dragon blooded got hold of the sword they'd likely have a totally different set.
