https://www.youtube.com/watch?v=gFmGNqji4u0Fire Emblem is nice enough to tell you the exact odds, though. Personally, it never felt luck based to me. If you counting to much on luck you are playing wrong. Plan ahead for if you fail and you will be more or less safe.
Starting with the GBA games, if the number shown is greater than 50%, then the chance is actually higher. If it's less than 50%, the chance is actually lower. This is due to a 2 RN system as opposed to the 1 RN system from the first five games, encouraging high chances and discouraging low chances.
In reality, he had a 68% chance to hit and his opponent had a 32% chance to hit.
I would probably rage at this.
What would make me rage more, was if it was a 9% (1.71% true hit) chance to hit and a 1% (0.03%)chance to crit. Something that happens much more often than it should.
Of course, if you're playing smart, you'll be luckier more often than not. Play the Weapon Triangle to your advantage, prioritize high Skill and high Speed, know which weapons have the best Hit and Weight.

The second panel is 40% chance to dodge. But there is no such thing as 'dodge chance' is Fire Emblem*, so the actual number on display was also 60%.
Also, I am fairly certain than improbable low chances don't happen that frequently. It is just you remember the times it does. And since your enemy tends to attack you more then you attack them (since they have more people) it is usually they who get the lucky shot.
