Mega Man fanatic extraordinaireLooking over my Godzilla library, I have to admit that at least 2/3 of them are pretty bad. For every Destroyah or Fire Rodan, there's a Space Godzilla or Megaguirus. For every Terror of Mechagodzilla, there's a Godzilla vs Megalon. And then there are the weird ones, like Final Wars.
I would hesitate to say that the quality depends on eras; every era has its duds.
The difference is that, for as bad as most of those might be, they're not as boring as Megaguirus or 2000.

What might be a good idea is to take the rubber suit idea, and use it for motion capture (Similar to what they did in Jurassic Park with stop motion capture for digital), and then intigrate it into the movie.
I did really enjoy 2000, even with it's flaws. Megaguirus, on the other hand, took me multiple attempts to watch it all the way through. Gotta agree with you there.
I have to admit, Orga was a pretty cool monster.
Not sure how well that approach would work. If you didn't do it absolutely perfectly, it would have the worst qualities of each technique - the monsters' motions would be constrained by the human actor in the suit, and the resulting image would lack "weight" because it's not a physical object. (That's not a problem I, personally, have with CG, but I've heard it enough to believe that it's a potential issue with helping your viewer suspend their disbelief.)

I like Godzilla vs. Hedorah a lot. Shows casualties from the monster attacks really well. And It's heresy, but I love the score.
