If it activates when something tries to burn the Pokemon, and it holds a Flare Orb that would try to burn it every turn but instead activate the ability, wouldn't it basically just be Speed Boost?

Game Freak is a third party developer, not second. That's why they can make games for other publishers or even self-publish on mobile if they wish to.

Second-party means "third party that works a lot with a specific platform owner a ton." Nintendo doesn't own Game Freak, but they mostly develop Nintendo platforms, just like how Insomniac mostly develops for Sony without Sony outright owning them or Remedy mostly develops for Microsoft even though MS doesn't own them.
Game Freak is in a unique position however since they're a third party that happens to be the main developer of a system owner's biggest franchise (barring Mario.) Neither Insomniac nor Remedy are developing for their respective platforms signature "the reason fanboys pick this system over another" game, so they're far less vital to Sony and Microsoft's bottom line respectively.
This puts Game Freak in a unique position where they hold a lot of arguing power in regards to Pokémon. After all, it sure as hell isn't in Nintendo's interest to piss off Game Freak since Game Freak made Pokémon the money printer it is. It also isn't advantageous the other way around since Game Freak basically IS Pokémon at this point, and remember, Nintendo owns Pokemon so without Pokemon Game Freak would have to make another money printer fast, and frankly you don't just pull a billion dollar franchise out of your ass.
Naughty Dog could be considered Sony's equivalent of Gamefreak, though they were actually absorbed into Sony in the PS 3 era.
Correct me if I'm wrong, but Nintendo not only acts as GF's most valued client but also owns a not-insignificant portion of their stock, right? Like, enough that GF has to think about how Nintendo will react to something even if they're not developing for one of Nintendo's properties.
I sure said that!Sony's owned Naughty Dog a while now though, so they don't really count. I picked Insomniac because they've had a strong relationship with Sony (Spyro, Ratchet and Clank, Resistance) while maintaining independence.

Ok so the Pokémon IP is shared between 3 companies, Nintendo, Creatures Inc. and Game Freak. Nintendo owns 2/3, the other 1/3 is split between Creatures and Game Freak. BUT WAIT THERE'S MORE! Nintendo owns Creatures, so they basically own the whole damn thing anyways. Pokémon Company is just a division of Nintendo that delegates shit out to other companies (ex. Anime to ILM, cards to Wo TC, toys to Tomy, etc...) It's Creatures that Nintendo owns, not GF otherwise they've would've flipped the shit about Tembo not being on Wii U

Yeah that's right. Nintendo owns Pokemon and all I Ps surrounding it; Game Freak creates the games. Nintendo owns a very large portion of GF's stock, so they need to be wary of what they don't do with Nintendo.

The Pokemon Company is a subsidiary of Nintendo, Creatures, and Game Freak. Nintendo ultimately does have control over Pokemon, but not to the extent that say, they can make GF put Z on the NX for launch instead of the 3DS. And of course GF can make a game for Sega and release it for everything but Nintendo platforms because the Wii U's logo sucks.
Your preferences are not everyone else's preferences.But doing that might not be in their best interests unless it's an especially niche title. I don't think Nintendo would pitch a fit if, say, Harmoknight was multi platform.
