Even if we assume Yardrat was too far for Goku to teleport, he still didn't teleport even when his pod was close enough for him to become able to. Goku says he would have teleported to Earth to fight Frieza but Trunks dealt with it first, but the question this raises is why he didn't teleport to Earth anyway so he could be with his family.
For a husband and father whose family hasn't seen him in a year, there is every reason to rush. Goku shouldn't need a life-or-death emergency to justify spending time with his son.
The Cell Saga is the arc where Goku's failings as a husband and father stop being circumstantial and become a deliberate consequence of choices he makes, even becoming a plot point by the time of the Cell Games, so I think it's entirely fair that TeamFourStar is using this arc as an opportunity to bump it up from running joke to serious point of drama.
Apparently you can get to Kaio-sama's planet by flying there, according to Whis and Beerus's mode of transit in Super, so it is located a physical distance away from Earth.

I don't really think Goku is to blame if the author has him do something like that.
