Goku's a brain-damaged space alien raised by wolves so sometimes he needs things explained to him. Everyone knows this. Marriage was one of those things. When Goku expressed confusion over what marriage was supposed to be, Krillin explained to him that being married means Chi-Chi will live in his house.
As of this day, Chi-Chi still lives in Goku's house.
As far as he understands, he has fulfilled every expectation of marriage satisfactorily.
The problems with their marriage should be laid at the feet of
- Krillin, who did not live up to his bro responsibilities in what is arguably one of the most important instances of explaining things to Goku in his entire life.
- The toxic cultural values that brought up Chi-Chi to believe that she must marry Goku and dedicate the rest of her life to being his wife and baby-mama because he sexually harassed her once.

Because Goku had grabbed her in an intimate place, Chi-Chi was socially obligated to marry him and offered to become his bride. She was somehow raised to believe that being sexually harassed is basically a marriage proposal. She got it in her head that he'd molested her because he loved her, and that's some really disturbing shit to have taught a little girl.
Goku had no idea what she was talking about and thought she was offering him a gift, so he accepted without question.
Years later, after his repeated failure to come back and fulfill his agreement to marry her, Chi-Chi hunted him down at the Tenkaichi Budokai. Goku, confused about why she was so upset, asked Krillin what marriage is supposed to mean, and Krillin gave the aforementioned explanation.
Goku never, at any point, had any idea what the contract he was entering into meant. Meanwhile, Chi-Chi's understanding of romance is so f*cked that one really has to wonder what the hell the Ox King's been teaching her. The only person in this entire debacle who honestly seemed like he should know better is Krillin, on whom the burden fell to explain marriage to Goku.

Doesn't seem like something that the Ox King would have taught her, nor does she seem to have had anyone else to interact with. And then she forced someone to marry her over it despite his clear lack of ability to consent.
Yeah, this is her fault. If you're going to take Goku's marriage seriously then Chichi has no one to blame but herself. At the very least she could have explained to him what marriage meant after marrying him and told him what was expected of him, but she pretty clearly hasn't. She just blames him for not understanding intuitively, then goes and either spends whatever money he makes or hides it away so that she can force him to conform to her standards regardless of his own will.
Goku is a good husband as far as he understands the position. Chichi is a terrible wife by any standard.

Goku isn't a complete moron. I think he can comprehend that Chi-chi doesn't like it when he bails on her. He just goes "Sorry ^_^" and Chi-chi goes "Well, I shouldn't be surprised at this point".
It'd be easier to just say that neither of them are actually fit to be in a healthy marriage. But they're a part of a manga and their marriage is played for comedy so it doesn't really matter.
As tiresome as the jokes about Goku's parenting can be, at least that's treated somewhat seriously.
Ox king wasn't exactly a great person back in Dragon Ball. So I could see him giving his daughter less than optimal parental lessons before he became a better person.

I don't think he have put such ideas in her head because he's an absent minded buffoon. Whether or not he's a good person is not the point.
