No, it would, ever so slightly: teh death rate is Deaths/Living_Beings. If less people are born one year AND more people die AND this repeats next year, there will be less living_people to divide the Deaths.
It would, if they were measuring number of deaths divided by the total population, but they were measuring by deaths per thousand out of around 12,000 people. A shrinking population would not affect this measurement.
