The fact that the capitalist firefighters would rather let innocents burn to the ground because they didn't pay their debt makes this a Dethroning Moment Of Suck.

Good Samaritan Laws apply only to non-trained, non-official responders, so they cover Joe-on-the-street who attempts first aid at a car accident, but not a doctor who happens by and stops or the EM Ts who respond to a call about it. They would cover neighbors with garden hoses, but not the fire department.
