Yes, another time we used the "It wasn't loaded" taunt was when Clio hacked into the billing system for the prostitution establishment and supposedly broadcast personal information about the customers' purchasing habits ... only for the readers to be told a couple of weeks later that she hadn't actually done that.
Basically, Tats seems fond of saying "Ha ha, only kidding!" a couple of weeks after a female appears to have succumbed to a physical or moral hazard.

Let's not forget he built up to the "it's not loaded" moment for more than two months! All the while showing Maverick's intentions clearly as meaning to kill Milton. Clearly pissed off beyond belief. He even showed her taking aim and then going after Slick when she spotted him. Then threatening and seemingly shooting him.
Remember that at the time Slick had kind of run his course story wise. He hadn't been in the focus a lot and it was really the first time Tats raised the stakes in his stories so high, after a long long period of empty feminist propaganda. So getting the fembot to shoot Slick seemed like a real possibility at the time and a chance to turn the story into something that was more than what it had been to that point. Then came the Mary Sue of Mary Sues and revealed that the gun wasn't even loaded to begin with.
It still baffles me how stupid of a choice he made narratively and it's still unclear to me what Tats may have meant to accomplish with it.
Since then I / we have used "it wasn't loaded" to refer to situations where Tats seems to imply that harm may come to female / black / gay characters, the danger they are in is real and they are going to do intentional morally questionable acts or these actions are retconned. Tange jumping a policemen with a katana or what's happening with Liberty now are perfect examples of "it wasn't loaded" in action.

And while I do think the Death of Discworld would slap this one upside the head for being so full oh himself, he doesn't do it out of malice but his job!

I think it's more likely there's another personality in addition to his own that Tats has to satisfy. Perhaps there is a Significant Other who is calling the shots, someone whom he does not dare to ignore.
And the fact that something mechanical can be bested by MACE to the face isn't infuriating enough on it's own, let alone said weakness appearing in a custom job?
On the other hand, they ARE flying eyeballs, so maybe it is not that weird. Even the Eyebots behave like they have actual eyes.

The flying cyclopean skull has a new ability in this strip: It's apparently shooting (or "CHOOMF-ing") at them. Too bad Death didn't think to use this weapon when he was shooting at the Old Year on previous occasions — he could have saved himself a lot of trouble.
Which brings me to a prediction: Death will chase Liberty and almost dispatch her ... and then 2016 will stroll by, and Death will turn away from Liberty to chase a more important target.

Meh, the way we use "the ___ wasn't loaded" isn't to call something a plothole, but for when Tats pulls something out of his ass whenever the situation looks like it might end badly for or reflect poorly on one of his precious females.
Oh, also, on that note. Seems this time, Liberty's hourglass was loaded. *Ba dum tshh*
