I think the reason Nintendo doesn't agree to it is because they don't want to offend the families of person they would be putting the tribute of in the game.
I think they would have to get permission from those families first.

The families of any club shooting victims who were Zelda fans might come for a tribute of their own as well, and it could get ugly. If they didn't honor those requests too it would spread the message that you're only that important to Nintendo if you're rich, and if they acquiesced to too many such requests in the same game, it risks becoming a memorial game.
Better to honor the dead with moments of silence and spoken tributes rather than in-game references, in this case.
Actually, Christina died just a day before the club shootings. Both incidents just so happened to take place in Orlando. Nintendo gave special mention to her not only because she was a Zelda fan, but because her death was unrelated to the massacre.

"People always say that you should follow your dreams... so I'm going back to bed" -meThe only Zelda games to really be spin-offs are the Tingle games, Hyrule Warriors(Legends), and Link's Crossbow Training. They're sometimes viewed as dubious canon(Well, Tingle and Crossbow Training are).
The CD-i games are simply non-canon, but they don't feel like spin-offs, just their own 3rd party thing.
To say the least, sometimes we get some pretty damn good games when made by a 3rd party company(Oracles, Hyrule Warriors), and sometimes we don't(CD-i).
Basically, the only spin-offs are games that don't have the main title of "The Legend of Zelda."

I do prefer the Western one because it has a much better EXP system as well as a unique boss (much like SMB2, which added a boss that wasn't in Doki Doki Panic).

I would agree......if it weren't that damned Goron Dancing minigame in Oracle of Ages. Unless you are musically trained or had been through that kind of drilling already, that minigame was the bane of many a playthrough. It isn't that hard and thank god for savestates.

I think the petition appears to be a double-edged sword for those supporting the possible tribute. It's one way to earn awareness from Nintendo about a person who was tragically murdered, and they certainly succeeded in making the company listen. But as TobiasDrake mentioned, it's really up to Nintendo itself to decide to make a tribute, and I doubt being pressured by some fans to do something they ask was ever going to sway it either way. For all we know, the developers may be afraid of paying their respects the "wrong" way—just slapping the victim's name on an NPC surely isn't going to be enough for people who have contributed to the petition.
