They are temporary workspaces.

Or places to prepare things. For example, many Trope Pantheons contributors have sandboxes to make profiles. It's not temporary, and lasts for as long they keep on contributing which can be indefinite.
There's also making Pre-TLP drafts.

If we have anything meaningful to add to a sandbox being used as a temp workspace we come across, is it considered okay to make edits are should we just wait until the work is finished?
I ask because I was working on a character page for Age of Empires II and saw someone else is working on one.
